The public works director is given broad objectives
under limited supervision, plans, directs, and oversees the public works
functions of the Town. Includes responsibility for solid waste
sanitation operations, water and wastewater treatment, streets and
vehicle maintenance, utilities, and related functions. The water tank on
Holly Street in Hampton holds 100,000 gallons of water. The water tank
on Jackson Avenue in Hampton holds 150,000 gallons of water. The
estimated length of the water and sewer line is about 27 miles. The
director reports to the Mayor and Council.

The building department is state mandated.

Permit fees on all buildings, structures,
alterations, fire protection systems, signs, pools, and
fences requiring a Permit, as set forth in Chapter 1 of the
international building code and the local code of
ordinances, must be paid as required at the time of application
in accordance with the following schedule: Fees for
plumbing, mechanical, electrical, signs, pools and fences
permits shall be based on the value of work or $25.00
whichever is greater.

Plan review fees will
be charged for ALL new buildings, additions, and
for any alterations, in which plans are
required. The Plan review fee shall be payable
upon application for a building permit. This
applies to ALL commercial projects, fire
protection systems and all types of signs where
plans shall be submitted. Plan Review Fee is
equal to ½ of the Building Permit Fee or $25.00
whichever is greater. |

Zoning Ordinances
Enforces existing ordinances and works with the Planning
Committee on new ordinances. The new Town of Hampton Zoning
Ordinances and Land Development Regulations were adopted April
2003. The Building Department also
works in conjunction with the Board of Adjustments to hear
appeals and variances. |

New
construction cost will be calculated using the most current release
of the ICC building valuation data (BVD) less 20% for our local area
residential deduction. Fees will be computed based on total
number of square feet under roof (attached garage areas will be
reduced by 50%).
Renovations, additions, repairs, etc. will be based on the contract
price between the owner and the contractor performing the work. A
copy of the contract signed by both parties shall be presented to
the building official before a permit can be issued.
Section B102 Moving Fee
For the moving of
any building or structure, the fee shall be $125.00.

Section B103 Demolition
Fee
For the demolition of any
building or structure, the fee shall be based on contract
value according to the building permit fee schedule or
$100.00 whichever is greater.
Section B104 Penalties
Where work for which a permit
is required by this code is started or proceeded prior to
obtaining said permit, the fees herein specified shall be
doubled, but the payment of such double fee shall not
relieve any persons from fully complying with the
requirements of this code in the execution of the work nor
from any other penalties prescribed therein.
Section B105
Plan-Checking Fees
When the valuation of the
proposed construction exceeds $1,000.00 and a plan is
required to be submitted by 104.2, a plan-checking fee shall
be paid to the building official at the time of submitting
plans and specifications for checking. Said plan-checking
fee shall be equal to one-half of the building permit fee as
set forth in 104.7. Such plan-checking fee is in addition to
the building permit fee.
Certificate of
Occupancy
Certificate of Occupancy Permit will be $25.00 (Re-issuance
of lost/stolen C.O. permits that requires a re-inspection
will be $25.00)
Re-Inspections
A $25.00 fee will be charged for
re-inspections in every area where permits are
required. Re-inspection is defined as any trip made in
addition to those specifically named on the Building
Permit job card or any trip made as the result of
condemned or disapproved work, calling for inspections
prior to the work being ready for inspection and
additional trips made because access to structure isn't
provided. Re-inspection fees shall be paid within five
(5) working days prior to re-inspecting the same work
or a stop work order will be issued.
Appeals
A fee of $150.00 will be charged
for appeals or requests for variances to the
Construction & Zoning Board of Adjustment and Appeals.
Voided Permits
On projects which have not had an
inspection within the previous six (6) months, the
permit shall be made void and a new permit and the
associated fee will be required.
Zoning
Certificate
There shall be a $25.00 processing fee for all Zoning
certificates issued.
Development/Subdivision Plat Review
Fees for plans review on proposed
subdivisions and developments shall be determined according to the size of
development/subdivision with the minimum fee being
$25.00 and the maximum being $100.00.
Fire
Protection System
A permit fee shall be issued for
all new fire protection systems installed or the
replacement, upgrade or renovation to any fire alarm
system, hood suppression system, sprinkler system,
Fireworks Stand or fire pump.

Mobile Home
Permit
A fee of $75.00 will be charged for
all mobile home permits. This includes the $25.00 fee

The WasteWater Treatment Facility is licensed to
process 2 million gallons of wastewater each day.

Our facility is responsible for an array of functions that
mostly go unnoticed unless we don't do our job. Then the
whole Town of Hampton will notice. Some of our primary
duties are but not limited to, testing the quality of the
Town's drinking water on a daily basis to ensure that the
water is safe for drinking and meets DHEC's guidelines. The
treatment plant receives, treats, and reintroduces into the
environment an average of 800,000 gallons of wastewater a
day. The treatment process begins by screening out any
non-organic material that will not break down in the
treatment process. The wastewater then enters a series of
lagoons where it is mixed with air which allows the organic
material to start the break down process and activates the
micro-bacteria which is natures cleaning service. It
generally takes five days for the wastewater to pass through
all five aerated lagoons. The now cleaned water is ready
for the next step, the filtering process. At this point,
the treated water is passed through a filtering system that
consists of eight sand beds, each slightly more than a half
acre in size. The sand beds remove any remaining
impurities. The final stage of the processing involves
chlorination to disinfect the water. Then the chlorine is
removed and the water is re-released into the environment
after extensive testing to make sure that the treated water
meets all the requirements set forth by both DHEC and EPA.
Most people never think about where the
water comes from until their monthly water bill arrives..
And they rarely think about where it goes once it leaves
their homes. All they know is water in, water out. We are
the middlemen between water in and water out. We check it
on the way in and treat it on the way out.
